The question should mention that the digits are non-repeating, shouldn't it?

The question is asking you HOWE many digit you can form using those 4 numbers . The fact you mentioned is not even implied. Thta is the fundamental counting principle

How the question is written, the repetition is out of scope.

4P4=4∗3∗2∗1=24

C is the answer
