Veteran screenwriters which means navigated and experienced screenwriters
, aiming at creating a 120-page screenplay for a film, usually turn in 135-page first draft.
They write something going beyond the scope from 120 to at least 135
As one screenwriter put it, “That gives those in charge of the movie a chance to be creative when they get the script: at the very least, they can cut 15 pages.”
They are creative however more often than not their process will be cut off for different reasons. So, their writing will be castrated

No, they are asked to write the script so basically are involved less or more.

Correct. The are seasoned, and their job probably than not will be trimmed off.

Nothing in the statement talks about this: creative and temperamental

Speical creativity can not be inferred by the stem
