sir once check the answers only 17 should be the answer
given isosceles triangle one side has length 3 inches and another side has length 7 inches

if the third side is 3 then 3+3<7 here property of triangle is not satisfied

third side must be 7 only so perimeter =7+7+3=17

option E is correct

The third side is 7-3=4 or 7+3=10

Since the third side is greater than the shortest side then the third side can either be 7 then we have 7,7,3 triangle or 3,3,7 triangle since it's an isosceles triangle.

3,3,7 is not valid triangle dimensions as someone pointed out above. So shouldn't E be only correct answer?

Carcass sir, please update OA. Answer C cannot be the right answer as it does not satisfy the triangle basic property that sum of smaller two side must be greater than larger one.

Positive difference of other 2 sides < Third sides < Sum of other 2 sides

Case I:
3 - 3 < 7 < 3 + 3
0 < 7 < 6

Not valid - So perimeter cannot be 13

Case II:
7-7 < 3 < 7 + 7
0 < 3 < 14

A valid case - So perimeter can be 17

Hence, option E only
