3,3,7 is not valid triangle dimensions as someone pointed out above. So shouldn't E be only correct answer?

Carcass sir, please update OA. Answer C cannot be the right answer as it does not satisfy the triangle basic property that sum of smaller two side must be greater than larger one.

Case I:

Not valid - So perimeter cannot be 13

Case II:
7-7 < 3 < 7 + 7
0 < 3 < 14

A valid case - So perimeter can be 17

Hence, option E only
