The cosmos is divide into three realms and each one pertains to a god.
So each one God has dominion over a certain area.
This dissection is similar to what we do have in the Eastern tradition. Therefore, it must influence the Greek one

For blank 1, we have words likes rules and governs similarly blanks 1 should also have rules/ governs. Thus dominion fills in the best.
For blank2, the writer says that poseidon's speech is similar to Atrahasis so, we can use the word influenced.
