If you have a close look against C, you will observe it as a generalization statement. It is mentioned that we can detect
serious illness, generalizing it to most of the diseases doesn't qualify it to be an answer
On the other hand D, it is clearly mentioned that poor people will not get vaccinated against infectious diseases which clearly indicates that there is an high chance of them being infected with these infectious diseases
