This is a tricky problem, so let's start by breaking it into two parts:
x+y/x-y = 4/3
If we cross multiply we get:
3x+3y = 4x - 4y
7y = x
^This will help us later, but first, let's move on to the second part.
What percentage (to the nearest integer) of x + 3y is x – 3y ???
Let "p" equal the percent we are looking for such that
(p /100)(x+3y) = x – 3y
If we divide by (x+3y) we get:
(p /100) = (x – 3y)/(x+3y)
Substituting in 7y for x, we have:
(p /100) = (7y – 3y)/(7y+3y) = 4 y / 10 y = 0.4
Multiply by 100 to get:
p = 40 which happens to be answer choice E
