In 1994 the number of offenses (stolen car) is 1,000,000. In 1996 you have a % decrease of -9.4.

So you need to subtract from 100% to calculate the % decrease.

1,000,000 * 90.6 = 90,600,000 which is actually B

All is in there. But the 5 increase or decrease is one of the basic rules to know for quant.

The graph is not clear. We cannot infer that the percent change is cumulative.

I do not know for "cumulative" you mean

However this is a simple and straight % change: specifically a decrease

This is the decrease we are looking for

From 100 you subtract 9.4 =90.6

1000000*90.6=90,600,000

B is the correct answer adjusted

There is no information to suggest that each year's percent change is compared to 1994. Therefore, the correct answer will be 1,000,000(1 - 0.043)(1 - 0.094) = 867,042.
