Since the tank is half filled, when it's placed on the side, the water will occupy the same half meaning, height of water will be the radius of the circular base.
\(20\pi = \pi * r^2 * 5\)
\(r = 2\)

If you lie the tank on its side, the water will spread out to occupy the entire lenght making it 10 why did you still use the lenght as 5?
