The easiest thing to do here is to draw a Venn diagram.
We are given a crossover value of 38.
We are given the gross total for France of 71, which, minus the crossover, is 71 - 38 = 33 people who went to France ONLY.
We are given the gross total for Germany of 122, which, minus the crossover, is 122 - 38 = 84 people who went to Germany ONLY (that is, "Germany but NOT France.") This is the number we want.
