Solution: Add parking meters (with time limits) to ensure parking spaces are generally available.
Kayla's objection: Plan will backfire as people don’t like to pay fee. They will drive to other neighborhoods to shop at malls with free parking.
We need to counter Kayla's objection. Correct answer must establish that plan will not backfire i.e. it must indicate that people will continue to shop at the neighborhood despite being charged parking fee.
