The argument here is that Since the therapeutic program costs more than the emergency treatment, it cannot be justified.
But, there might be several other factors adding up to the loss resulting from the fall that are not included within the $11,000. In short, the overall cost of fall might be much more than $11,000 i.e. even more than $12,500.
This suggests that the therapeutic program is indeed justified.
Option C says the same thing, and it's the correct answer.
