From this we can infer that auto industry in US pays more that auto industry outside US. We cannot draw any conclusion on the comparison of wages given by auto and garment industry.
Consider a case where garment industry is paying more than auto industry, still in this case the statement present in option D could be correct that auto industry is facing more competition from companies outside US than does the garment industry.
Thats why option B is more appropriate answer choice.
