This question requires some simple translation from English to math:
(40/100)x = y, or (2/5)x = y
Therefore, x = (5/2)y
4x, in this case, is:
4x = 4(5/2)y = 10y
If we want 40 percent of 4x, this will be (40/100)10y = (2/5)10y = 4y.
The answer is D.

Simply according to question,
40X/100 = Y
--> X = Y / 0.4
Second part
ANS = 4 * 40X/100
= (40 * 4 * Y)/(0.4 * 100)
= 4Y
