The first boldface state that seeds are expensive, and plants require more fertilizer. After this sentence, "thus" follows.
So, the first boldface "presents a development that the argument predicts will have a certain outcome"; that certain outcome is famers would not compensate...
When we look at the second boldface, "however" because of high consumer demand, the use of genetic engineering "is likely to become widespread."
Hence, the second boldface "acknowledges a consideration that weighs against that prediction." It against the first prediction.
