I also chose I (are debated incessantly) for the third blank.

However the author may have linked it differently.
I suppose the key is to find a word which says the policies are not flexible (i.e they focus only on positive or negative side without any regard for the other).
One way of thinking is
"While some policies "are rigid/unyielding" because they focus exclusively on the benefits or exclusively on the difficulties, no policy is ideal"
Imprudent: not showing care for the consequences of an action
Still I feel, Imprudent is a faroff link to "rigid/unyielding".

How can the first blank be "a bit of a quandrys"? Making quandry plural after "a bit of a" seems illogical and that's why I didn't choose it. Could someone please explain the discrepancy in my understanding?

answer H
we have two contrast , because we have two whiles
second one is the whole contrast with the first
second while must have contrast
and this is Ideal ( reasonable common ground)
option H can fit very will with (focus exclusively on the benefits or exclusively on the difficulties)
option G the word imprudent has no connection with Ideal
as the theories imprudent no body will think they are Ideal
but if they were reasonable some people might think they are ideal

The syntax of the sentence suggests that the first blank cannot be solved unless we solve the other two.
Thus, for the third blank, with POE we can eliminate option H as it clearly states that the policy either focuses exclusively on the tech's advantages or on its disadvantages. So, it virtually leaves no scope for common ground. Also, from the same logic we can say that it leaves no scope for debate as well. Furthermore, no part of the sentence indicates that there exists a controversy or a debate. And hence I can also be eliminated.
Coming to the second blank, the "while" in the sentence indicates a contrast with "the difficulties also cannot be ignored". And so a good guess for the blank would be something like enormous or conspicuous in contrast with ignored.
And finally for the first blank, the full stop indicates a support, meaning that the first sentence must convey the same meaning as the second sentence does. And so, for the first blank we eliminate A and choose B. As a festoon does not make any sense here.
