The phrase "a joy ride" in the first sentence and "now the rewards cannot be sent home" in the last sentence clearly points to the fact that a layman might associate off shore business with prosperity.
The paragraph then goes on to elucidate the pros and cons of doing business offshore and then states that the reaction of the host country where a firm wishes to invest may be either friendly or hostile. Then it presents a scenario where it talks about "initially getting a warm welcome" and then "noticing that now the rewards cannot be sent home" clearly indicating that the choice for the third blank should be repatriating profits.
The use of the word "than" in the phrase "is far better for a firm than being" in the last sentence suggests a comparison is being made. What can be far better than committing resources, investing technology and later being unable to repatriate the profits back home? Clearly it must a clear no to the investment right in the beginning. Therefore, the choice for the second blank is at the very outset.
