The clue here is the word, "bent", that is natural talent or inclination. So people expect their politicians not to act according to their "bent" but be show interest. It's pretty hard to select the choice disinterested because that word has another meaning as unbiased. However, I guess the author uses its 2 meaning as showing no interest.
