The sentence is basically saying that there are computer programs that have outsmart humans in specialized fields, but no computer can match humans generality of human intelligence.

Computers can solve rationale problems, as they can beat humans in specialized games like chess. So, rationale cannot be chosen for the second blank.

Hope that is more clear now.
