Reading the first two sentences, I understand that China is facing many troubles in its economy.
Therefore, the fill blank can be filled by a word that indicates that situation is going to be worse or at least continue to be bad. I thought worsened can be the word.
In the second blank, there is some trouble with skill pool in China. This trouble is adding more weight to the unemployment crisis. It cannot be skill gap, because market has developed for very long. Something else bad.
Let's look at the options.
In the first blank, overload cannot be true. Crisis overload cannot mean anything. C is opposite of what I expected. So, I chose A. Exacerbated is close to what I expected - unemployment crisis is made by ...
In the second blank, clash cannot be true. I don't think crookedness makes any sense with skill. Only D. mismatch makes sense as the market has developed and still people cannot find opportunities in the market, leading to unemployment crisis. So, I chose D.
