Let T = number of tulips planted
Let R = number of roses planted
Laura planted 4 tulips for every 1 rose
In other words, the ratio of tulips to roses = 4 to 1
Or we can write: T/R = 4/1
Cross multiply to get: T = 4R
Laura planted a total of 50 plants in the garden
In other words, T + R = 50
We now have 2 equations and 2 variables:
T = 4R
T + R = 50
When we solve the system (which I'll leave for you to do), we get: R = 10 and T = 40
Answer: 40

To me, it seems they are testing if you know part to part vs part to whole ratios (https://www.mathsisfun.com/numbers/ratio.html)
They only give us a part to part ratio, but it is up to us to find the part to whole ratio and use that to make a conversion.
For example, if there are 4 tulip plants per 1 rose plant (part to part), then there are 4 tulip plants to 5 plants (part to whole)
We multiply the given number of 50 plants by the ratio of 4 tulip plants to 5 plants to get 40 tulips.
You can see in the attached image that plants units will cancel out leaving only tulips.
