The answer is a clear D.
Assuming 10 cats and 11 dogs with 5 cats entering and 4 dogs entering. This makes the no equal. Assume 30 and 33 cats and dogs respectively. After new entries the no of dogs is 37 and cats is 35. More than 1 possible Solution making the answer D.
