Usually you will be asked whether you have applied in the past and yes, they would know if you have, so be honest but I don't think they will up your last year's application....even though it is all electronic now. Some programs will have a special essay for the reapplicants (e.g. what makes your profile stronger/different this year vs. last year). Finally, reapplicants are always encouraged to apply as early as possible since that way you signal that you are serious about the school (schools know you are applying again and you have been thinking about it for a year; if you don't apply right away, means you were busy applying elsewhere or not serious about it).
Apply for the MBA is fine since the two programs are not connected and will not know you are even doing that.
