A=450+B

If 100 million gallons are drained from A then A becomes A-100, and if those 100 million gallons are given to B then B is now B+100

So if after this occurs A has twice what B has then we get the equality

A-100=2(B+100)
From here we solve for B in order to substitute into our initially equality

A-100=2B+200
A-300=2B
B=(1/2)A-150

Then plug into initial equality

A=450+(1/2)A-150
(1/2)A=300
A=600

Final Answer= 600
