- Privation (lack of basic necessities; hardship) - negative, fits context well
- Antipathy (dislike, aversion) - feeling, not applicable to services

Best choice: Privation
The phrase "long accustomed to privation and unreliable government services" conveys that the refugees have faced hardship and lack of necessities, consistent with the rest of the sentence.
