"Educators were adamant" That's the Clue. This means "Educators are strict about their policy.

For example, the renowned behaviorist B. F. Skinner believed that those colleges set up to train teachers should (i) _______ change their training philosophy, or else be (ii) _______

Since Educators are strict, they want their trainee teachers to give up their own policy/view/philosophy otherwise they would be punished.
1.
A.voluntarily- that doesn't create any sense to forbid teacher's philosophy because of any pressure. If some teachers voluntarily give up their view, some might not. Hence Its incorrect.

B. drastically-which means "in an extreme manner" . That makes up sense. So that's correct.

C.conditionally- When you are strict, which means you are not giving any spaces/clues/or alternatives. You are not attaching any strings or conditions. Hence.. it's out of scope.

2.
If you are strict about any issue and your pupils disobey it.. what will you do?? Obiviously you gonna punish them.
Hence. abolished is the Correct answer
