I have problems understanding the text:
Quote:
this institutional strategy can pay rich dividends

what does it mean? "dividends" means profit or it refers to a group of people?

For both questions

Quote:
at minimal expense a university can lay claim to an environmental studies program and attract new students or accommodate the interest of existing ones, perhaps with the full intention of bringing additional resources to bear in later years. As the number of students in these skeleton programs grows, however, the flimsy administrative and curricular scaffolding begins to buckle, leading to an anything-goes strategy that degenerates into curricular incoherence.

D in the first one

B and C for the second one

Hope this helps.

Remember that ALL the information is in the passage.

Ask if something still remains unclear.

Thank you, however, I was already familiar with the word (actually passed two credits in management accounting). But the meaning of words in Gre context makes is easy to doubt whether a word is a metonym or itself.

Dear Sir,

I am happy you were familiar with the term, because the GRE is mainly a test for business school. I just came in handy ☺️

Moreover, I like to share knowledge considered I am a chartered accountant and auditor in daily life.

That said, the meaning was that in context : a gain

I was ambivalent about C and D for Q1 but, in the end, I choose C because option D seemed a bit extreme for 2 reasons:

1.
It says "If a university offers an environmental studies program, then students WILL enroll in it." This seems a bit definitive - it implies that if they offer the environmental studies program, the students will enroll in it NO MATTER WHAT. But doesn't the passage imply that it is "marketed to prospective students" meaning it is INTENDED to attract students--which doesn't necessarily mean that students WILL enroll in it.

2.
The starting of the passage states that this whole thing is only applicable to "SOME universities" while option D says generally that "if a university ...." implying ALL universities are applicable to this.

Someone, please tell me why this is not the case?

You can just use POE to find the best answer.

The passage implies which of the following about the relationship between students and environmental studies programs?

A) Students new to a university are more likely to be aware of environmental studies programs than existing students are. Author never said something that students are aware of programs so cancel out
B) Students prefer curricular incoherence in environmental studies programs to rigid administrative decision making.Out of context
C) The curricular flexiblity of an environmental studies program is an attraction for new students.Though author did say something about attracting new students, but did the author attribute it to the "curricular flexibility"? no. You can read 2nd sentence
D) If a university offers an environmental studies program, then students will enroll in it.Though author did not say this directly, but by POE we only have this answer choice left.
E) New students will guarantee the success of an environmental studies program.Author never said that in the whole passage

I don't think we are looking for the right answer, we are looking for the best answer... and in this question D is best...

" at minimal expense a university can lay claim to an environmental studies program and attract new students or accommodate the interest of existing ones"

When I try to understand this, it mentions that it will attract students or see who is interested .. but that isn't a guarantee that they will enroll.
May someone elaborate more ?

This is an assumption you mader sir

The sentence means the following or at least it is laid down to show that a specific strategy could work BUT in the short term.

In the long term this same strategy has flaws.

Nothing there is suggesting if the students attracted will enroll or less.

Then why is the answer to the second question D?
The evidence you provided previously to me is doesn't guarantee that if the environmental studies were presented, the students will enroll.

In inference question we have to see what is stated in the passage directly (less probability) or indirectly (more probability)

In the passage is said that the Univ can lunch a new program and attract new students OR cope with the interests of the the students that already have enrolled (maybe the enroll in environment courses showing more interest in this field)

Moreover the passage says that in the short term this strategy is effective and pays more dividends so the conclusion is that University will succeed in that: to attract more students.

So D is true.

Then in the long period, this strategy will not be sustainable
