Only people with little regard for individual welfare will be ruthless capitalists. Scant is a good synonym for little, therefore option D is the right answer.

If he saw Jacksonians as little more than ruthless capitalists, well then they would have had little regard for individual welfare.

Hence scant, which means inadequate, is the correct answer.
