Let's TEST some possible scenarios for Quantity A

Case 1:
If the perimeter is 60, then one possible scenario is that the base = 15 and the height = 15
In this case, the area = (15)(15) = 225
Here, Quantity A is greater

Case 2:
Another possible scenario is that the base = 25 and the height = 5 (perimeter still equals 60)
In this case, the area = (25)(5) = 125
Here, Quantity B is greater

Answer: D

The correct answer is D

If a rectangle has a perimeter of 60, this means that the sum of it's length and breadth is 30
i.e. l+b = 30

Now, it is useful to remember that among rectangles with a particular perimeter, the one with the highest area is a square.

=> Side of square = 15
=> Area of square = Max possible area of rectangle = 15*15 = 225
This is greater than 200

Now, let's consider another case. Let l = 20 and b =10. In this case, the area = 20*10 = 200
This is equal to quantity B

Thus, it can be seen that we cannot accurately predict the relationship between quantities A and B based on the information provided in the problem.

Hence the correct answer is D
