Case 1:

Avg = 1
Avg as a percent of the sum---> (1/8)(100) = 12.5%
QA = QB
Case 2:
{1, 2, 3, 4, 5, 6, 7, 8}
Avg = 4.5
QA = QB
Avg as a percent of the sum---> (4.5/36)(100) = 12.5%
Safe to say that it's Answer Choice C
