Round up 23.99 to 24 and 18.99 to 19. Percentage decrease is 24-19/24 =5/24* 100 is almost 21% . Option B is the answer.

Percent decrease = (100)(new - old)/old
So, Percent decrease ≈ (100)($24- $19)/$24
≈ (100)(5)/24
≈ 500/24
We know that 500/25 = 20%
So, 500/26 must be a little more than 20%
Answer: B
