The sentence has the idiomatic structure "so.....as" or "not so...as to" and they prefer and emphasize the part of the sentence after "as to" and suggest it is superior or better than the one after "not so". That is,
Not a question of doubting the witness's statement, but of obtaining better evidence.
Therefore, in the following sentence fragment,

I can only think of the word "crucial" for the blank.
