Should not confuse temperance with temperament, which are tangentially similar.

The correct answer is $\(\mathbf{D}\)$. The sentence implies the governor restrained herself from being drawn into the bout of name calling, and temperance means "restraint." Choice A, insight, means "keen understanding," which does not fit the context of this sentence as well as choice D does. Neither does choice B, which means "stubbornness" or "persistence." Choice C, vicissitude, means "a change of circumstances," which does not make sense in this context at all. Choice E, loquaciousness, means "a tendency to talk a lot," which is the opposite of how the governor is characterized in this sentence.
