Iam not sure what exactly is your query

However,

Please try to understand the question and don't try to use only formulas.

As explained above - the question has asked " which number of pets had the greatest average (arithmetic mean) monthly spending per pet"

As per the chart, in the last row it is mentioned " Average monthly spends " - just find out what is the monthly spent for 1 dog ( total spends/no. of dogs). Just compare the result and you will get your answer :-D
