Which of the following, if true, most strongly suggests that the proposed medical examinations will not help curb the spread of tuberculosis in Country X?

B Current medical technology is not capable of detecting all carriers of tuberculosis.

Your goal is to find the weaken reason with the key concept whether tuberculosis spreads or not.

B talks about that the current medical tech will not be able to detect ALL carriers. All means 100% but nothing says they will be able to detect the 99% which is a high % and the illness could not spread.

B is also too extreme.

D doesnt make sense to me...

Just b/c TB can't be transmitted through human contact doesnt mean it cant be contracted through other means... like coughing, breathing, blood. right? If this is true, then TB can still spread, regardless of whether humans make contact.

B seems like the best answer

Explanation:
The plan assumes that examining and screening visitors from Country Y for tuberculosis will help stop TB from spreading in Country X. This assumption only makes sense if TB is spread through contact with infected people - the whole point of screening visitors is to keep infected people out.
(D) Tuberculosis is not spread through human contact directly attacks this core assumption. If TB doesn't spread through human contact, then screening and filtering people at the border is irrelevant to controlling its spread - the disease would be transmitted some other way (e.g., environmental factors, water, food) that visitor examinations can't address. This completely undermines the logic of the proposal.

Why the others are weaker:
- (B) Comes close - if tests can't catch every carrier, the screening is imperfect. But "imperfect" still means some carriers get caught, so it would still help somewhat. This doesn't show the plan won't help at all, just that it won't be $100 \%$ effective.
- (A) Is about a different country ( Z ) and doesn't address whether examinations in X would work; it's more about correlation with Y's outbreak, not about the effectiveness of examinations.
- (C) Is a practical/resource limitation, not a reason the underlying strategy is flawed - if X had more resources, this objection would disappear.
- (E) Would actually help curb spread (fewer visitors from Y means less TB entering X), so this works against the argument's goal, not for it.

Key distinction: (B) suggests the plan is imperfect; (D) suggests the plan's entire premise is irrelevant to the problem. D is the strongest because it removes the causal link between "screening visitors" and "spread of TB" altogether.
