Lets start with just 2 digit number with digits 1 and 2,
As per A, the choices are 12 and 21
As per B, the choices are 11, 12, 21 and 22.
Extending to 3 digit and digits 1 to 5, B) is greater.

Digits = {1,2,3,4,5}
Quantity A = No of three digit numbers possible when no digits are repeated - 5 . 4 . 3 = 60
Quantity B = No of three digit numbers possible when repetition is allowed = 5 . 5 . 5 = 125
Clearly, Qt B is greater.
