Empowered - by the very nature of the office of the president, the power to grant pardons and convene legislature is part of the power of the office. There he is empowered to do such actions.
Second blank:
Since the first sentence talks about empowerment of the president and the 2nd sentence says that the powers have grown in the subsequent years, it refers to a position of power, therefore "dictating" is best choice. Developing would mean working collaboratively, but in the tone of the sentence, the president can decide by himself the policies he plan to advance on behalf of his party.
