We know that several hundred astronomers were indignant over the reclassification of the Solar System that demoted Pluto to a “dwarf planet”. So we can be sure that they questioned or contested this decision; or objected to it. And since the phrase is "did not go_________", the correct choice will be uncontested. Unrewarded is the exact opposite of what we want. Astray also is not correct choice.
And since they were indignant, they would have petitioned the International Astronomical Union to cancel or revoke the decision. So reconsider the best choice. Initiate and Promulgate are the exact opposite of what we are looking for.
