This one is about understanding the stem, I used a chart for this.
UC-->Power
Power:-
a. General council--> consti--Alum
b. T. M. S--> Routine--Vote
So these were the two things, the stem, then says, that the T.M.S can make votes to change the constitution, which is a part done by GC. So, the T. M. S now has the authority to change the constitution.
Straight C. All the other options are either irrelevant or out of scope.
