When the question is tough. convoluted and harsh, the best thing to do is to try to simplify it and get the point.

Prior this scenario, in Uruguay certain member refused to sigh NEW deals unless THIS deal, quite important and obvious, was rectified. I.E. before to move on we need to close this deal which is important and obvious for several reasons.
