Large circle radius-small circle radius=5-3

Quantity A: 2 and answer is B

smaller circle radii is 2 cm so 5-2 = 3 cm
so won't it be answer choice C ?

Center of largest circle is 5 cm . Center of smallest circle is 2 cm. But the distance between the smallest and largest will be 1 cm . As it is asking the distance from the centers. This makes B greater than A

Center of the large circle is O, and it's tangent to the small circle with radius 3. A distance between the small circle center and large circle center is 2

IMO, there many different ways to sketch this. You could have something like this
