Because simply you have to use the % change

China is 7.7-2.0/2.0 * 100=285 INCREASE

UK 10.8-9.5/10.8= 12.0 DECREASE

Just take a look
No need neither calculation. Just compare the starting values on the left and the ending values on the right

Ok went from 10.8 to 9.5 which is a decrease overall
