From the year 1986 to the year 1987 there is a change of 1%
and from the year 1988 to 1989 there is a change of 0.1%
Now 1% = 10 * 0.1%
Therefore, The change in the unemployment rate in the United States from June 1986 to June 1987 = 10 * times the change in the unemployment rate from June 1988 to June 1989

diff b/w 1988 to 1989 = 5.4 -5.3 = 0.1 = 1/10
change = 1/0.1 = 10/1 = 10 ans=D
