They interfere with satellite's electronics and pose health risks to astronauts. But what do the radiation levels have an effect on satellite orbits? Juggle means organizing and dealing with activities. So eliminate it. At first, glance, deviate, and alter seem to be interchangeable options. Deviation of orbits implies some sort of transformation of the usual structure or form. There is no clue to suggest that interfering with satellite's electronics are deviating their orbits.
