I too struggled with this and would definitely get this wrong if doing for the first time. But I saw somewhere that they are using a lesser used definition of pragmatism meaning AN APPROACH (which is precariously close to the general definition =rationality).

Infuriating, I know.

But if we're saying that the lesser known definition of pragmatism i.e. "an approach" should be considered, then the sentence does not make sense. The sentence would become "This despite the (ii) approach that is (iii) inherent in such a process". This makes zero sense. We're talking about a quality of the process - good/bad/rational/inefficient etc. As Carcass says - always revisit the text after filling in the word choices to check if the meaning is intact and try to understand what the totality of text is saying.

Please reconsider the answer choices. It should be inefficiency.
