Initial median = 2, since the 23 numbers are 0, 1, 1, 1, 1, 1, 1, 2, 2, 2, 2, 2, 2, 2, 2, 3, 3, 3, 3, 3, 3, 3, 3

Since 0 and 1 total only 7 students, and 3 already has 8 students so 2 should be in the middle of both
The initial mean is (1*0 + 1*6 + 2*8 + 3*8) / (1+6+8+8) = 46/23 = 2 which is the same as the median already
if you add 2 students, the new mean would be (46 + new scores ) / (23 + 2) = 2
new scores = 2 * (23 + 2) - 46
new scores = 4
