I only choose option B because I found
Engaging a diverse citizenry in long-term planning ..............participation, including language barriers, time restraints, lack of........... renters.
I couldn't find anything relevant to other options so I eliminated it. But now I understands why option A is correct, unfortunately I still can't understand the reason behind B being not the correct one.

Pretty straight

the trick with inference questions, especially those that have a highlighted portion and you must infer their role, is to look at some sentences before or after and see what answer choice matches
