Based on my understanding,
Vernon is a small manufacturing company that faced decline profit and plan to boost profits by outsourcing.
Outsource can lower cost.
The question asked which one if true would "most strongly supports the prediction that Vernon's plan will achieve its goal"
Only E fills the gap
(E) Attending to certain tasks that Vernon performs relatively inefficiently has taken up much of the time and effort of top managers whose time would have been better spent attending to Vernon's core business.
Top managers used their time and effort to other things, which is inefficient to the business, but if Vernon outsource, managers could use their skills and times to its core business, which could improve Vernon's profit.
Other choices couldn't fill the gap.
