Why not c as error could be also caused by some other factor

In evaluating the argument you need an answer that at the same time strengthen and weaken the conclusion of the above stem.

We are concerned about only habitual sleep deprivation NOT other causes. They are out of scope. They do not help you in this regard.

Examination by a peer shows that only few suffer sleep deprivation, from which it is concluded that disease don't lead to the errors. Since the physicians were examined by peers and assumed that they check without errors. That's why the answer choice is B
