why is suspended not chosen as an answer?

I explained above.

Moreover, suspended has no pair choice. So is the wrong answer

Suspended is used when the access is forbidden temporarily but we are talking about permanent thing here so revoked and rescind are the best answers.

There is no indication whether it is permanent or temporary

The question statement itself says that the methods are UNETHICAL, meaning it should not be continued.

So the ans should be suspended. The other option closer in meaning is withdrew.

Suspend also implies that the license may also be given back. Remember, how in schools and colleges, students are suspended - the action implies temporary off. Here the implication seems to be a permanent ban, hence, revoke and rescind are appropriate.

suspend means to temporarily prevent from continuing or being in force or effect.

Here, it is a permanent action and hence :
revoke - cancel officially
rescind - cancel officially
